In response to recent misinformation being shared online and in the media, the City of Suisun City is providing accurate information to residents and reporters on the issue of the Suisun Expansion Plan process and progress.

Allegations have circulated that Suisun City and California Forever are privately considering and planning to build the largest data center complex in the country as part of the Suisun Expansion Specific Plan. This information is false, inconsistent with the Suisun Expansion Specific Plan and inconsiderate of the Environmental Impact Report (EIR) process and City Council’s desires. The factual response to this claim is that data centers are an allowable use in the pre-zoning within the Specific Plan, as they are allowed in many cities by zoning. However, the applicant has expressed no desire to do hyperscale-level data centers and the plan itself, including water and power, does not align with the needs of hyperscale-level data centers, nor could the project meet the needs of both hyperscale-level data centers and meet the housing density (number of homes) required by the project plan and the State housing requirements themselves. Further details of all elements of the project will be within the EIR.

Additionally, allegations have been made that the project will not provide new housing, jobs or commercial development and that Suisun City is not being forthright with communication to the public. These allegations are not only false, they are negligent and harmful to the Suisun community and the region as a whole.

“Since January 2025, Suisun City leadership has been open and consistent with communication to the public on Suisun Expansion efforts,” said Suisun City Mayor Alma Hernandez. “We launched a dedicated website, social media campaigns, community conversations, mailers and maintain open office hours for residents to access consistent and accurate information on this topic. Our council has prioritized a thorough process with the EIR, to ensure we have adequate data to determine if expansion through annexation is the right move for our city. Until we have these reports, no one can claim that decisions have been made on this project and in doing so it is causing harm, distrust and dissension within our community.”

The EIR is currently in process, with the results of these studies expected to be complete Fall 2026. Once the reports are submitted, a public review and comment period will open, allowing residents ample time and opportunity to digest and respond to the information within the reports. That public participation period will provide additional feedback for Suisun City Council to consider when the item is brought before them for a vote.

“City leadership and staff have been incredibly intentional in providing accurate and transparent information to the public throughout this expansion exploration process,” said Suisun City City Manager Bret Prebula. “The misinformation circulating in our region is divisive and eroding trust we have sought to build with our residents over the past year. The purpose of this project is to provide Suisun City residents with the jobs, homes and amenities they deserve to thrive in this city for decades to come. We are pursuing this opportunity to invest in the future of our community, and to say otherwise is outright wrong.”
